Iowa's Blue Cross provider says it keeps only a 2.1% operating margin, with another 13.9% devoted to taxes, commissions, and operating expenses. That's pretty efficient, as businesses go. So why do people think that universal health care in California would be more efficient? Maybe they just need more competition.
